The Harmonized System (HS) of tariff nomenclature is an internationally standardized system of names and numbers to classify traded products.
Since 1998, World Trade Organization implement the HS, today it works in 164 countries.
All products can be classified in the process known as "HS Classification", which is made by using the "GRI" General Rules for the Interpretation of the Harmonized System, according to several factors including a product's composition, its form and its function.
Usually, the HS Classification is proposed by the Customs Broker. The companies send an invoice to be classified, but forget the product sheet, lab analysis and marketing information, such as uses and countries customs. Problems begin when the broker gets an invoice with 50 or 200 different positions and the clients want fast clearance. They start to make pressure to collect the goods or the export documentation and forget the implications of that way of doing things.
